Collection Description:
The Harold Stanton Collection documents the career of Harold Stanton, a lawyer who resided in Hardin, Montana and worked closely with both Crow individuals and the tribal government. The collection resided in Stanton’s law office in Hardin, Montana until his widow Karen donated it to the Little Big Horn College Archives in 2019.
The collection details Stanton’s close working relationship with the Crow tribe and members of the community. This is shown in the full run of tribal council minutes, agendas from 1948 to 2012. Stanton attached relevant legal and political information to each council that gives greater context to events surrounding each council. His dealings with members of the Crow tribe in the 1950s and 1960s is documented as well in the collection.
The collection also holds natural resource records such as coal and oil development on the reservation, along with agricultural developments through the 1990s. Stanton’s papers also emphasize various reports by government and corporations over the likelihood of development of resources on the Crow Reservation and across Big Horn County. The large number of maps in the collection most often detail natural resource development, but also detail allotments and agricultural pursuits. The collection also holds a small number of personal and family records dating to the early 1940s.
Biographical Details:
Harold G. Stanton was in Camp Crook, South Dakota in 1925 to James and Blanche Stanton. His family moved to Crow Agency, MT in 1929, where his father worked with the Crow community as a range officer for the Bureau of Indian Affairs. Shortly after graduating from Hardin High School in 1943, Stanton enlisted in the Army during WWII. He attended the University of Montana, where he earned both a bachelor’s and law degree. He began practicing law in 1951 in Hardin with various other local lawyers and continued to practice the profession for the next sixty-two years.
While he practiced both state and federal law, much of his work gravitated towards working with the Crow tribe and its members along with serving local and national agricultural interests on the reservation and surrounding area. He served as tribal attorney under both the Edison Real Bird administration from 1966 to 1972 and Richard Real Bird’s administration from 1986-1990. He often worked for the tribal government on a contract basis until 2012.
Stanton also participated in community organizations such as the Boy Scouts and the Custer Battlefield Preservation Committee. Stanton passed away in 2016 at the age of ninety and is survived by his wife Karen.
Arrangement Description:
The Harold Stanton Collection is divided into seven series that detail his legal and professional career and largely centers on the Crow reservation. The collection follows the order that Stanton organized his legal files with only some minor alterations related to oversized maps and documents.
Series Descriptions:
Series One- (Tribal Council Records) The first series of the Harold Stanton Collection deals with the Crow Tribal Council from 1944 to 2001. The records largely originate from council meetings that occurred under the 1948 Crow Constitution. Tribal council minutes largely structure the series, although there are agendas, and resolution related to each council meeting. Along with the records related to the tribal council meetings, Stanton attached related material such as lawsuits, agreements, newspaper articles, and personal notes to each file.
Series Two- (Legal Records with Crow Tribe) The second series of the Harold Stanton Collection focuses on legal issues on the Crow reservation with a focus on the 1970s to the 1990s. Much of the material focuses on the periods when he served as tribal attorney under Edison and Richard Real Bird. The series includes lawsuits filed by and against the Crow tribal government, corporate agreements, criminal proceedings, and environmental assessments related to natural resource development on the reservation. The series also includes ordinances and tribal government by laws and statutes.
Series Three- (Tribal Operations) The third series largely documents tribal operations with an emphasis on the periods where Stanton served as tribal attorney from 1967-1972 and 1986-1990. There are some other time periods included in the series. The following areas of tribal operations includes:
1. Budgets
2. Contracts with personnel, local businesses, and corporations
3. Agreements with various corporate entities such as Westmoreland, Best Western, and U.S. Infomatics
4. Day to day tribal operations
5. Policies
6. Commissions (Recreation, Industrial Development, Cultural)
Series Four- (Crow Historical Materials and Publications) The fourth series includes historical records regarding the Crow reservation and people, publications about the Crow and other indigenous peoples, congressional legislation, photos, and maps. The series provides information on fee patents, allotments, census records, along with other information on the Crow people during the first century of the reservation period.
Series Five- (Legal Interactions With Members of the Crow Community) This series documents Stanton’s interaction with members of the Crow community from 1954 to 1962. These records show Stanton providing assistance with Crows in gaining fee patents, issues with leases, and providing loans against future lease revenue. Other related records document the role that Stanton took in assisting for a fee with other legal issues, largely centered on debt, among Crow tribal members. The series also includes records on Crow land sales and their price and availability.
Series Six- (Natural Resources) This series details natural resource usage on the Crow Reservation and the surrounding area in Big Horn, Carbon, and Rosebud counties. The series includes maps, environmental assessments, resource availability studies, agreements with various firms for studies and potential natural development. While much of the series details coal development, there are also materials that outlined the potential of gravel and gypsum along with timber harvesting and wind power. The series details these various activities from the 1950s to the 1990s.
Ephemera- The Harold Stanton Collection also holds a large number of maps located off the Crow reservation and its immediate vicinity. There are also various natural resource records unrelated to the area of focus in the collection. They are available for use in the Archives.
Immediate Source of Acquisition:
The Harold Stanton Collection resided in his former law offices in Hardin, Montana until the Archivist appraised the collection with the Librarian and facilitated the transfer of the records through Karen Stanton to Little Big Horn College in June of 2019.
